Manager, Transportation Planning

This employment opportunity is restricted to Government of Nunavut employees residing in Iqaluit only.

Reporting to the Director, Transportation Policy and Planning. The Transportation Policy and Planning (TP&P) Division is responsible for planning road, marine and air infrastructure for Nunavut through interactions at the local, regional, territorial, and federal levels. The Manager Transportation Planning (Manager) is responsible for identifying and developing long term land, air and marine transportation policies, programs, and initiatives. This position has a general impact on the Department, its Branches and Divisions in the fulfilment of these responsibilities.
The Manager develops capital infrastructure transportation projects for inclusion in the overall departmental Long Term Capital Plan. The Manager ensures the development of innovative integrated long-range, strategic multi-modal land, air and marine policies and strategies. This position participates in TP&P corporate business planning and manages delivery of transportation infrastructure projects directly or through subordinates, central agencies, or contractors. The Manager identifies regional and territorial transportation needs and programs and initiatives. This position formulates innovative ways to implement the Transportation Strategy and establishes and implements meaningful goals, objectives and priorities for the Unit. Delivers programs consistent with legislation, public services processes and standards. The Manager monitors implementation of integrated long-range, strategic multi-modal transportation plans and recommends changes to improve effectiveness and efficiency. This position monitors programs to ensure conformity with federal and territorial environmental legislation and pursues new sources and innovative methods to finance transportation infrastructure and capital projects and leads and participates in joint government and industry business development working groups.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in Public or Business Administration, Transportation, Engineering or a related field, plus three (3) years’ experience in an infrastructure planning work setting, including at least one (1) year of transportation planning and a minimum of one (1) year of supervisory experience. Project management certification is an asset.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
