The Government of Nunavut (GN), in accordance with its mandate under Turaaqtavut – heading towards a goal – reflects the shared priorities to address the overarching needs of Nunavummiut. The newly created Department of Human Resources will come into force April 1, 2019 and we are looking to recruit an Assistant Deputy Minister – Operations with exemplary leadership skills to fill this important role. The department will be responsible for overall management and leadership in the development and application of departmental policies, priorities, standards and procedures for the delivery of human resource programs and services within the GN, including overseeing the successful implementation of the Master Inuit Employment Plan under Article 23 of the Nunavut Agreement.
Reporting to the Deputy Minister, this position will be accountable for the management of Employee Relations, Job Evaluation and Staffing both at the Headquarters (HQ) and the Regional level. As such, this position directs collective bargaining activities; ensure effective employee/employer relations; administration of workplace health, safety and wellness; evaluation of positions and organizational design; and managing centralized staffing services. As a senior leader, you will provide expert advice and strategic direction to the Deputy Minister and the Minister on all human resources matters under your area of responsibility, including senior management across all GN departments, boards and agencies to ensure the GN is able to attract and retain employees to deliver on its mandate. The Assistant Deputy Minister is one of the senior officials responsible for developing and implementing the GN’s Human Resources Strategy. Furthermore, this position will ensure the priorities and requirements of Article 23 of the Nunavut Agreement are incorporated into all aspects of the services provided within its divisions and the department.
The ideal candidate for this position will have an undergraduate degree in public administration, business administration, human resources or a related field from a recognized university, plus seven (7) years of experience in human resources, within a unionized environment. In addition, you must have five (5) years’ of senior management experience. You should have substantial knowledge of Acts, regulations and policies specific to Nunavut and a good understanding of Nunavut-specific economic, political, social and cultural considerations. Superior judgement, strategic thinking and the ability to deescalate difficult situations; problem solve and mediate conflict is a requirement for this position in order to resolve complex issues in a diverse environment. A master’s degree in a related field would be considered an asset as well as experience working in the Public Sector in a Northern environment.
The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit would also be considered an asset.
Equivalencies that consist of an acceptable combination of education and experience, may be considered.
