A strategic mandate within Nunavut’s Department of Health for a dynamic executive who can provide inspiring leadership in the development, implementation and evaluation of a sustainable health care delivery system for all Nunavut communities.

Officially founded in 1999, Nunavut exists where tradition meets progress. Much of the Territory has inherited millennia of history and culture of Inuit. Rooted in this rich tradition, the Government of Nunavut (GN) prepares for a prosperous future by investing in high-quality education, health care, culture, environmental protection, and industry growth.

The Government of Nunavut is seeking an Assistant Deputy Minister of Operations who, reporting to the Deputy Minister of Health will ensure the delivery of quality primary health, secondary care, mental health, public health, and dental and pharmacy programs and services for all Nunavummiut. An approachable, engaging leader and collaborative relationship builder, you will facilitate open communication between the general public and the Department of Health through the provision of a timely, fair and sensitive service for addressing the concerns of clients and families in accordance with the guiding principles of Inuit Societal Values.

Along with playing a key role in preparing proposals, options and decision papers tabled by the Minister with Executive Council and in representing the Department at federal, provincial and territorial bodies, you will contribute to the achievement of a representative public service by focusing on the removal of systemic barriers and the continual recruitment and development of Inuit within the Operations Division.

As the new ADM of Operations, you will have a unique opportunity to have a major impact in mitigating the challenges of geography, technology, demographics and finances faced by Nunavummiut, and in providing excellence in health care programs and services. Accountable for incorporating Inuit Societal Values into the day-to­day operations of the Division and the Department, you will work diligently to promote both traditional and clinical approaches in helping people regain their health and well-being by ensuring ongoing integration and practice of Turaaqtavut.

With a bachelor’s degree (master’s preferred) in Nursing or Medicine plus 5 years' senior-level experience, including staff supervision and budget management responsibilities, you have proven financial management skills and are prepared to successfully manage a high-impact health care portfolio with a multimillion-dollar budget. This position will benefit from your strong knowledge of health issues and priorities in Nunavut and Canadian society at large, including those related to health care service provision in remote communities and clinical practices in Canadian health care.

While you will be based in Iqaluit, NU, you will be overseeing a team dispersed throughout the territory and, as such, will call upon your academic and practical strengths as a manager, together with your understanding of public sector structures, responsibilities and mandates. Recognized for your superb interpersonal, motivational and communication skills, you can function effectively in a multicultural environment, provide leadership, advice, guidance and counsel at all levels of the organization, including to the Minister of Health and senior managers, and move the organization forward in a positive, respectful manner resulting in the continual improvement of programs and services to the public.

Your tracked record of success has given you a broad understanding of social, economic and training issues in Nunavut and Canada, familiarity with a broad range of Federal and Territorial legislation related to health care, and knowledge of quality improvement best practices as well as Accreditation Canada (or equivalent) standards.

Effective clinical assessment, analytical and writing skills are also vital in this role, as you must be able to interpret and communicate health care data, policies and legislation, prepare concise, efficient written documents that meet the standards of national health care organizations and Cabinet, and assess the impact of external change on health programs and services. The ability to read and write lnuktitut or lnuinnaqtun would be an asset.
