Reporting to the Deputy Minister of Community and Government Services (CGS), the Director of Financial Services is responsible for government-wide Procurement and Logistics Services and interdepartmental contract and financial management in the department’s capacity as a central agency. The Director has three direct reports, the Manager of Budgets, the Manager of Financial Advisory Services and Reporting and the Senior Manager of Procurement and Contract Support Services and indirectly supervises other support staff.

The Director of Financial Services is the senior financial advisor to the Deputy Minister and is accountable for all CGS financial activities, as well procurement and logistical support to the Government of Nunavut (GN) departments and agencies. This position oversees the development, implementation and maintenance of a financial planning process to obtain the quantitative expression required to prepare main estimates and to define the master budget annually and prepare it in accordance with government policies, directives, guidelines and within in the legislative framework.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized Degree in Commerce, Economics or a related field with completion of a Canadian professional accounting designation plus eight (8) years of related experience and five (5) years of progressive managerial experience. Experience in leading professional procurement organizations will be an asset.

The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in two or more of Nunavut’s official languages is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.

Equivalencies that consist of an acceptable combination of education and experience may be considered.
