Officially founded in 1999, Nunavut is a Territory where tradition meets progress. Rooted in this rich tradition, the Government of Nunavut (GN) prepares for a prosperous future by investing in high-quality education, healthcare, environmental protection, and natural resource extraction. The Government of Nunavut is seeking a fiscally responsible Executive Director, Baffin, for the Department of Health. Covering the largest geographical region in Nunavut and including almost one half of the total population of the Territory, the Baffin Region has approximately 19,000 residents. Based in Pangnirtung, Nunavut, and reporting to the Assistant Deputy Minister, Operations, you will manage all health services delivered to the residents of the 11 communities in the Region, as well as out-of-territory services for Baffin Region residents in southern Canada. More specifically, as Executive Director, you will be accountable for the high quality of care, continuous service improvement, culturally adapted clinical practices, respectful employee interactions, and fiscal accountability for service provision.

Community programs within your portfolio will include primary health care, public health, mental health, health protection, and overall health promotion. Out-of-territory services will include tertiary care and diagnostic services unavailable in the North. With a longer-term view of empowering community groups to deliver health programming, you will develop strong community Health Services that allow for public input to the system, as well as ensure bi-directional knowledge-sharing between headquarters and those managing day-to-day operations in community health centres. You will also work diligently to ensure that Inuit Societal Values are integrated into the workplace culture and day‑to‑day operations.

This is an exceptional opportunity for a healthcare executive who models exemplary leadership and is passionate about working with the regional healthcare team and communities to find solutions to the challenges and issues at hand. You will manage a team of directors, managers and an executive secretary, provide guidance and direction in service delivery, mobilize and engage staff to achieve results, and control a budget of $72‑million. Strong operational and planning skills are essential to deal with the growing demands on the healthcare system and the impact of changing demographics. This will include writing briefing notes, developing business cases, and using data to inform planning and decision-making.

In line with the GN’s commitment to developing a public service that is representative of the population (85% Inuit) of Nunavut, one of your priorities as Executive Director will be ensuring that the Department’s Inuit Employment Plan is implemented throughout the Region to increase recruitment and hiring of Inuit. This is a critical step in ensuring, ultimately, that healthcare services to the public are responsive and culturally appropriate.

As a senior leader, you will be called upon to apply systems thinking and other business principles within the healthcare environment. You will draw upon your cultural competency and emotional intelligence to establish and maintain strong relationships, communicate clearly with internal and external stakeholders, and facilitate constructive dialogue with individuals and groups. As a leader, you will inspire individual and organizational excellence, create a shared vision of the future, and manage change successfully to achieve the organization’s strategic goals. You will model personal and organizational conduct that is aligned with ethical and professional standards, including a responsibility to the patient and community, a strong service orientation, and a commitment to lifelong learning and improvement.

The ideal candidate for Executive Director, Baffin will have an established track record of success backed by a Bachelor’s degree in a Health Services field from a recognized university (a Master’s degree in a health services field would be an asset) and at least 5 years of progressive senior-level management experience in a healthcare setting. Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.

Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit would be considered an asset, as well as fluency in more than one of Nunavut’s official languages.
